      <image:caption>Most people in this town take a certain amount of pride and pleasure answering the question, “Where do you live?”, and saying back to them “Berlin”, and then watching their eyes get wider as they say “isn’t that the place where Runaway Bride was filmed” among other accolades, and we reply back “yep, thats her, and we love it there.” It’s a fun place to describe and we feel torn about where to start. Is it the sycamore-lined streets? The mid-19th century architecture? Is it the incredible local-made beer at Burley Oak? The giant mural on the courts at Henry Park? An orange crush or a warm cup of hot chocolate on the rocking chairs under a blanket at the Atlantic Hotel, or a hot cup of coffee at On What Grounds? All of us could go on, and on. I have heard friends hesitate to answer this question before, excited to use all of the pertinent adjectives at once, and then ultimately choose to say… “Just come down and visit, you’ll understand.” And it’s with that same proud fondness that I write this message for you.       <image:caption>Maybe it’s a sunset bike ride up to Cheers, or headphones and the downhill skate on Bay Street, or maybe you just like a quiet walk in Stephen Decatur park. Or… Imagine this… you want to ride a dirt bike on some trails in Heron Park and finish with ping pong at some outdoor tables? Being outside of our houses, enjoying nature, exercising and playing sports, talking to friends and meeting new ones are all things we love to do. We also love to connect with those who cross any number of those things off the checklist with us. And I want to see more options. I know that with some creative use of existing spaces within the town’s limits and a little bit of elbow grease — that we can increase our outdoor activity choices which ultimately lead to more connections within the town. And with more connections between neighbors Berlin becomes a stronger network of awesome humans. A few things I would love to see here in Berlin: An extreme sports park - Skate Park/Bowl/Half-pipe - a destination that skaters, and their families will want to travel to. More bike, and walking trails - partner with ESIMBA, and other conservation groups to figure out the best places to create these to ensure our partnership with nature is kept. (This was funded and built by We &lt;3 Berlin by donations from the community, and Oktoberfest 2021 in Berlin.) Outdoor permanent ping pong tables - this is a no-brainer, and everyone I speak to agrees so far! If you have not seen the movie “The Tables” please watch! An ultra-marathon A Berlin Branded and Co-Sponsored bike tour (This was built by East Coast Disc Golf in 2022) A disc-golf course - We have a lot of open space in two of our parks, and more space available. Bocce Ball - I can and want to hear the old men and women of Berlin playing bocce long into the night. Basketball courts on both sides of 113 I am also smart enough to know that I have not thought of everything we could add to this list so I would love to hear from you.       <image:title>Our Budget - Budget. A four letter word.</image:title>
      <image:caption>Balance in many formulas is key. And it’s no different when running a business. You must have certain things to keep going. Cash on hand, cash in reserves, active cash coming in, and as many planned expenses as possible and conversely minimize unplanned expenses. It’s not rocket science. It’s just tedious. Being an entrepreneur, I have figured out ways to generate revenue from scratch. And then in-turn keep that flow going. I know that we have schools, and police, and fire and water and sewer, and parks to maintain, and recycling, and bulk trash pickup, we have a lot of line items — and many that cannot go. So we have to figure out not only how to keep them, but to enrich them. And I believe we can. So, I plan to do my best to figure out ways that Berlin can generate revenue with existing resources, property, as well as new partnerships that we can leverage. For instance we could join forces with the State of Maryland just like Salisbury does and begin collecting speeding ticket dollars after a period of time. I have gone so far as to offer a portion of my property on Bay Street to install the first one. And I believe that we have a few corridors within the town limits that would serve us well from that perspective on our bottom line. Here’s an excerpt from an article entitled “Salisbury collected more than $1M in speed camera fines: AAA:” Speed cameras in Salisbury generated more than a million dollars in revenue over the last year, according to information released by AAA. Overall, speed camera programs across Maryland raked in nearly $64 million in automated traffic enforcement fine revenue during fiscal year 2018. Since FY 2014, 6.3 million motorists in Maryland have forked over $288.5 million in speed camera fines statewide. Salisbury collected more than $1.3 million in fines, good for ninth highest in the state. Montgomery County was tops at more than $15.9 million. In Maryland, speed camera citations are issued to motorists exceeding the posted speed limit in school zones and work zones (Maryland Safe Zones) by 12 mph or greater. Here’s more information from the State of Maryland on AUTOMATED SPEED ENFORCEMENT IN SCHOOL ZONES.       <image:caption>I am a firm believer that we should always have an event parking sign up somewhere in our town. There should be something to do within our bounds coming in the next few day, almost all the time. It’s almost like this now, and why not grow the list of events. We already have Reggae Play Day, Touch a Truck, Bath Tub Races, Fiddlers Convention, Christmas Tree Lighting and the list goes on. But why not have more!? We have many venues both natural and brick and mortar, and an audience waiting for the opportunity to soak in the vibe. I’d love to see a festival that spans the gap between the neighborhoods of Downtown Berlin, and “the other side of 113.” A latin-american festival would be enormous. This year in Georgetown, Delaware they are hosting one — and I can promise there are dollars entering the coffers of Georgetown after the show! Berlin should join that fun — and gain cultural exchange! Berlin has myriad distinct cultures — let’s start to share those things.       <image:caption>I am not sure about you, but when my wife and I pay our taxes, we do so with the expectation that our money will be wisely spent by the people we chose through an election. This however — is not always the case. Sometimes services are stripped (Abuse Leads To Changes For Berlin’s Bulk Pickup Days), and sometimes they are threatened because of budgetary problems, and other times they are simply lackadaisically taken care of. And that’s not why we pay taxes. So, as a council member, it would be one of my goals to make sure that we never lose anything we rely on, and that we focus on the details in the ones that we do handle. This is not novel, I am not the first one to say this, this is common knowledge amongst the masses. I mainly bring up the bulk-trash pickup dilemma as an example. I am fully convinced that restricting bulk-trash pickup for the masses because of a few people abusing the system was NOT the best way to handle the situation. It’s times like these that the mind of a “Creative” and a mind of an “Entrepreneur” being in one - comes in handy. Pragmatism is my mantra, and I am sure there was another solution at hand with which to fix the current one. I’d love to hear from you about your ideas in regards to our town services.</image:caption>

      <image:caption>And mainly because the word tax is usually followed by the word “increase”. And usually not a good reason why. Listen, I do not have any answers for you on this one. The only thing I know is that after we moved here our taxes increased by 18%. Article: Berlin officially adopts 18 percent property tax increase. Town officials voted Monday, May 13, to move forward on a proposed budget increase that would raise property taxes 18%. The move was made to help Berlin counter a $15 million debt. For more than a decade, Berlin has not raised the property tax rate, which is currently set at 68 cents for every $100. With this new increase, the rate will now be 80 cents for every $100. Apparently, this was done to cover a $15m debt, and that came as a result of some severe mismanagement of funds, assets, time, people, etc. I will dig into that for all of us. I am going fresh into the chamber on Day 1 with a new perspective. I have no axes to grind or money to make on a single decision. I do not profit from anything the town may do. I am free and clear to make decisions on my own and solely in the best interest of our constituents — the entire town of Berlin. I cannot promise that I will not raise our taxes. That would be foolish. But I can say that I, along with other fiscally conservative members of the council will fight tooth and nail to not only not raise them — rather the opposite and find new and creative ways to increase revenues so that we have a SURPLUS. Gradual increases over time are much easier dealt with. Increases in the costs of health care, and gasoline are some of the most volatile expenses we have. Additionally, our town employees are a vital aspect that must be respected, paid well, and enriched in their career path. As always, contact me with any information or ideas!</image:caption>

      <image:caption>I keep harping on this word - pragmatism. Because I believe in it. I believe that we have what it takes inside the limits of our town to do all the things I’d love to see happen. This again - is not my idea. This is not new. This is how small towns across America are doing what I wish for us. They are taking existing spaces and doing various things with them. They are repurposing, they are making parks, they are creating green spaces, they are creating maker spaces, they are creating recreation spaces that connect to other recreation spaces, and it is all towards one amazing goal: keeping services and existing (and sometimes paid-for infrastructure) in-place, where it is, operating within its capacity and increasing the connectivity of the townspeople. And lastly, I believe like other candidates do, that we need to have a moratorium on annexations until we can get our enterprise funds in viable form. Some Things I’d love to see happen with public/private partnerships: An amphitheater at Heron Park. A bike/skatepark at Heron Park A BMX trail that goes alongside the train tracks, and wraps around Heron Park. More beds and heads downtown. I’d love to see the two sides of Berlin connected - in more than just in name. It’s time. Let’s make 113 human-sized vs. vehicle-sized. We must have a second crosswalk across Rt. 113 so that people from East Berlin can get to the Food Lion safely — without having to cross the farmer’s field. Beds and heads? There are many health-industry professionals who work around here, and recruiters use Berlin and Ocean City as tools in their sales pitches. But they need places to stay, eat, sleep, drink and have fun. With mixed-use spaces, we can attract young talent with not only places to stay, but places to spend money!       <image:title>Increasing Walkability Score - Walkability. Another favorite word.</image:title>
      <image:caption>If nothing else walking kept us sane during the COVID-19 pandemic of 2020. Walking to school and learning about frogs under the Sycamores of South Main is a real thing. Walking to the farmers market with friends and getting a cuppa joe at On What Grounds or The Burley Cafe — is an event we look forward to. Walking to J&amp;M to get some fresh meat, or Heart of Gold Kids for a new outfit is a real thing. Walking to the Island Creamery after dinner, yes — another downtown event that just happens without thinking. Walking to many services is a reality here, but we need more. We need more mixed-use space. And because the groundwork is already here we have a head start. But to begin, there are two sides to Berlin and only one safe way to connect — this has to change. For many years, I have listened to many podcasts, and books while traveling and driving. One topic I have spent a lot of time with is the importance of “Walkability” and how it impacts a town’s livelihood, especially in today’s economy - and even more so now in a post-COVID-19 economy. The best part is that we’re well on our way! We currently score the following results from WalkScore: “101 South Main Street” BERLIN MARYLAND WALKABILITY SCORES Walk score: 63 - Somewhat walkable - some errands can be accomplished on foot. Bike score: 58 - Bike-able - some bike infrastructure. And as you can imagine — I want those higher, and so should you. When those are higher we’ve filled all of the shops on all of the first floors of Downtown Berlin with all of the things that a small town needs. And then we make it to this list! We’ve already got a head-start, and there’s only so much the council can do - but if we can spur on new businesses to come to Berlin, and show them how making more services available will in-turn bring in more “Beds and Heads”, we’re growing from the inside and we’re all winning.       <image:caption>For my family and me, Berlin is our home for life. We saved our pennies, put in the work, found the perfect historic home, and staked our claim on our little slice of heaven in 2018; we chose to live here. Therefore my only goal is its viability — for a very long time. With that said it is my goal, and my intention to do everything within my powers as a council member to make sure that we can sustain our budget, while increasing high education levels across all socio-economic strata, adapting to a new economy, driving down the town’s debt, all the while increasing the level of human connections that we create with a diverse range of multi-cultural and creative events. I want to see better and stronger partnerships and dialog between the town and the schools; for instance — to handle the amazing success of school events and the large crowds of many generations of family wanting to experience in the memories! We are after all an “Arts and Entertainment district” and we must uphold and exceed our reputation of amazing music, libations, and places to lay down heads! This designation means tax incentives — and that’s great! Here’s a bit from their page Berlin Arts &amp; Entertainment: In the State of Maryland, there are twenty-four different Arts and Entertainment Districts. The purpose of an A&amp;E District is to engage a community and revitalize it in way that involve and promote the arts and creative enterprises. There are also some pretty neat tax incentives too! Wouldn’t it be great as well if we could make Berlin more alluring to Hollywood, and East Coast production companies to use our beautiful town as a set for more movies in the future.       <image:title>Eco-Friendly - Environmental friendliness starts locally</image:title>
      <image:caption>If it’s not obvious by my nature, it should be very clear that we are raising a family of women who love to adventure in the outdoors. From hiking, and biking, and gardening, to being in the ocean, and exploring sandy trails by the sea — my family does a lot outside. Therefore we are keenly aware of our duty to protect Mother Earth. With that said I would love to see Berlin not only continue our recycling drop-off program but increase its use of it around town. Not everyone does it, therefore we can do better! Maybe we could offer incentives to those who do recycle — like unlimited bulk-trash pickup rather than limiting those families. I also believe we should allow Berlin residents to go back to the old way of doing things; and not have a limit on bulk-trash pickup. I speak more on that on the Town Services page where I discuss never decreasing town services, only increasing them! I also would like to maintain a focus on controlling pooling of water in certain areas of town with creative methods and working with the hyper-local environment of each problem. Some situations could be handled with permeable surfaces or new foliage/gardens that eat water for breakfast. Again, I believe we have pragmatic solutions available!       <image:title>Public Safety - Now, more than ever — Public safety is a topic that I want to engage with, rather than run away from.</image:title>
      <image:caption>First and foremost, I believe it is in our best interest to research LEOPS as a benefit for our first responders. This retirement package is almost status quo, and we need to step up to the plate. I am a full-time inclusionists by nature. I strive to live life surrounded by as many humans from as many cultures as I possibly can. The reasons are many, but one reason is the “Edge Effect” To read more about the “Edge Effect” and how living a life engaged with people of nationalities other than your own can create creative, passionate, and amazing experiences one would not experience otherwise, click here and listen to this podcast by NPR on HIDDEN BRAIN entitled “The Edge Effect“, first published in July of 2018. What does any of this have to do with Public Safety you ask? Well, luckily Berlin’s Police Department is run by a top-shelf chief Chief Downing; who has served with us for 23 years. We are extremely lucky to have him. We have a fantastic human, and civil-rights track record and that gives us a great base to build from. What we need now are a few more officers so that we can fill a few pressing roles. I am not into changing the presence of a police department in Berlin, I believe we need one. But what I am going to suggest is more “community policing.” Our closest metro-like neighbor Salisbury has a bike patrol, and in the past has had a horse patrol. I believe Berlin could benefit from having either one and certainly a bike patrol. Here’s where I would start: First with a “bike beat” and have both the East and the West sides of Berlin patrolled at some points in time with a bike patrol officer or officers. It works so well in Salisbury, the beat officer is a common presence everywhere, and everyone knows him. There’s less crime there in the downtown area of Salisbury, and I believe that this has a direct effect. It will also build trust within the communities, and begin to wrap the thin blue line around everyone it can. They are here to protect and serve everyone. We could also spend some time looking into the health insurance for retirees of our police department. I know that this was once an issue, and it may still be. I’d love to hear your ideas for engaging with our public safety officers so that the entire community, including them, remains safer.</image:caption>

      <image:title>Communication - Communication is what I do</image:title>
      <image:caption>If I had to describe what my superpower is, I would tell you that it is a couple of traits wrapped up into me: I am an empath I help connect people I am stubborn about finishing projects Honest to a fault I am a complete nerd The biggest thing I find missing in our town hall in Berlin is good communication skills. I find it the case all-too-often that not enough heads-up was given, and lapses in communication exist between various departments and other staff. There should never be a Monday night council meeting where our team looks like they are playing ball for the first time. They should all be versed on topics, ready to debate, and make a good judgment based on their constituent’s wants, and needs. THERE IS NO OTHER WAY TO SAY THIS - THIS MUST STOP We must begin to use tools and technology that have existed for a long time that we simply do not employ in the town hall. We are in 2026 - it’s time, and there is no room for excuses. I really feel like we need well-rounded people in our town hall, and that doesn’t just mean they have a job, do good things, go to church, raise a family, and are nice. It means they go the extra mile, they stay engaged, they appear at town events, and most of all COMMUNICATE like professionals. I know that I will bring a new brand of councilmember to the chambers. I have the technology background, the team leading background, the communication background to handle implementing many of these things, and the drive and determination to see projects through to completion.</image:caption>
